Teamviewer is a program that allows you to connect to another computer and be able to control that computer as if you were sitting right in front of it. In essence, when connected to a computer via TeamViewer it's almost like sitting in front of that computer, doing and controlling whatever is desired. It is free to use and download for personal use.

Full access to keyboard and mouse, can see what's on screen, lock input (you can't use your own keyboard or mouse), make the screen black, and more. Some settings for TeamViewer allow the person controlling your PC to enable 24/7 access (as long as the PC is on), disable closing TeamViewer, and lock these options so you can't change them.
A full PC lockdown would prevent you from deleting Teamviewer by changing your account to a standard user, and making an Admin account on your PC.
